This quote means that no matter where you live it doesn't effect on how you play, like if you live in a ghetto place it won't matter how you play if your playing good or bad. If you loose its not because of the neighborhood it was on how you were playing. And if you live in a ghetto place you can always help and make the place a better neighborhood.
