This quote means that if you are doing the right thing then you shouldn't be scared when someone asks you what are you doing. If your doing the wrong and people ask you what you are doing then you should be scared or fearful. for example if you are cheating on a test and the teacher asks you what your doing and your scared its because you know you are doing the wrong thing.
